CLARKSBURG, W.Va. (WV News) — The West Virginia Infrastructure and Jobs Development Council’s Technical Review and Funding Committee on Tuesday voted to recommend funding for a Clarksburg Sanitary Board project to extend sewer service to Arlington.

The IJDC is expected to vote on the recommendation at their June meeting.

Clarksburg’s was one of two projects under consideration to bring wastewater treatment service to Arlington and surrounding areas.

The West Fork On-Site Community Co-op had been planning and designing a septic tank effluent pump (or STEP) sewage system to serve Arlington, Glen Falls, Dawmont and Gore that would supply customers with a septic tank and transport gray water from those tanks to a packed bed treatment system to be built on community-owned land.

The co-op had secured U.S. Army Corps of Engineering and IJDC funding for phase one of the the two-phase project that would serve over 300 customers, but federal regulations meant the co-op had to come up with upfront funds, and then the pandemic struck. The estimated project cost skyrocketed from $4 million to $5.2 million for phase one.

Then the state funding was pulled in September 2021.

Although the co-op submitted a proposal for a plan in which the gray water from septic tanks would instead flow to the Clarksburg sewer system for treatment at the city’s wastewater treatment plant, the Technical Review and Funding Committee recommended moving forward with the project recently proposed by the Clarksburg Sanitary Board.

“Upon reviewing both applications, it has been determined that the Clarksburg proposal is the most technically and financially feasible option,” said Kathy Emery of the IJDC’s Sewer Technical Review Committee.

The Clarksburg Sanitary Board project would extend sewer to approximately 120 customers in Arlington with three pump stations installed to transport flow through a force main to an existing manhole in the city’s system. The project also would include an upgrade to an existing pump station in the Gore area to allow for extension to Gore and Dawmont communities in the future.

The Clarksburg Sanitary Board’s total project cost was estimated at $5.335 million. The board would seek to fund the project with a $2.335 million U.S. Army Corps of Engineers grant, a $1.5 million Clean Water State Revolving Fund principal forgiveness loan, a $1 million IJDC grant and a $500,000 IJDC loan. The proposed monthly rate for 3,400 gallons was $53.25.

The West Fork Co-op’s new project cost was nearly $5.1 million, with the cooperative seeking $2.335 million from the U.S. Army Corps of Engineers, a $1 million IJDC grant and a $1.76 million IJDC loan at 1% over 40 years. The proposed monthly rate for customers for 3,400 gallons was $56.95. According to a memorandum to the IJDC from Emery, the proposed funding scenario had a $413,000 funding shortage to cover Corps of Engineers grant fees, however.

Paul Hamrick of the West Fork Co-op said he has questions and concerns about the Clarksburg Sanitary Board project. Hamrick said he would like a guarantee from the city that service will later be extended into Gore, Dawmont and Glen Falls.

He also has concerns that households in the area will not be able to afford the cost to lay their own lines to the street to connect into the city’s sewer system.

Hamrick said he hopes the Clarksburg Sanitary Board will be provide more information on these and any other concerns community members may have.
